Dalian Petrochemical: Latest Progress on (Xizhong Island) Refining and Chemical Integration Project
On December 3rd, Wu Kai, Executive Director and Party Secretary of PetroChina Dalian Petrochemical Company, presided over a general layout coordination meeting for the (Xizhong Island) refining and chemical integration project in a company meeting room. Wu Junfeng, Director and Deputy Party Secretary of the Changxing Island Administrative Committee, Deputy Director Li Haitao, and relevant unit leaders attended the meeting.
Both parties engaged in in-depth discussions on key issues of project construction and core matters of the master plan design. They thoroughly deliberated on topics such as the delineation of the project's boundary, optimization of surrounding infrastructure planning, arrangement plan for the torch area, and cooperation in human resources.

In 2013, the National Development and Reform Commission's "Petrochemical Industry Planning Layout Plan (Draft for Solicitation of Comments)" proposed the establishment of seven major petrochemical industry bases nationwide. Among them, the Dalian Xizhong Island (Changxing Island) Petrochemical Park, as an important component and specialized park of the national-level economic and technological development zone—Changxing Island Economic and Technological Development Zone, has become the preferred location for the relocation of Dalian Petrochemical.
On November 12, 2025, Wu Kai, Executive Director and Party Secretary of PetroChina Dalian Petrochemical Company, led a team to the Changxing Island Economic and Technological Development Zone Management Committee in Dalian to conduct discussions on accelerating the advancement of the (West Zhongdao) refining and chemical integration project.
On August 27, 2025, the first public announcement of the Environmental Impact Assessment for the reclamation project of the integrated refining and chemical project of China Petroleum Dalian Petrochemical Branch (Xizhong Island).
On June 30, 2025, with the shutdown of the 10 million tons/year atmospheric and vacuum distillation unit, the old plant area of PetroChina Dalian Petrochemical Company will be fully shut down and withdrawn.
On November 16, 2024, the preliminary feasibility study report for the Dalian Petrochemical Branch (Xizhong Island) Refining and Chemical Integration Project was approved by PetroChina Company Limited.
At the end of March 2024, the agreement for the relocation and upgrading project of PetroChina Dalian Petrochemical, with a total investment of 68.5 billion yuan, was officially signed.
In March 2024, Dalian City held a working meeting with China National Petroleum Corporation in Beijing, where both parties reached an agreement on the relocation timeline and the construction of the new factory project on Changxing Island (West Central Island). Substantial progress has been made on the Dalian Petrochemical relocation and upgrading project. Currently, the preliminary work for the new refining and chemical project is accelerating, following a development approach of "differentiation, high-end, and specialization." The new project will establish a refining capacity of 10 million tons per year and an ethylene capacity of 1.4 million tons per year, along with downstream chemical new materials and other "chain-extension" projects, actively creating a new type of integrated refining and chemical project that is green, low-carbon, and efficient. This new refining project will strongly promote the transformation of Dalian's petrochemical industry towards greening, high-end, and intelligent development, facilitating the optimization of the layout and upgrading of the petrochemical industry in Dalian City.
On November 20, 2022, the signing ceremony for the cooperation framework agreement on the relocation and renovation project of China National Petroleum Corporation Dalian Petrochemical was held by the Dalian Municipal Government.
