China synthetic resin association announces eu anti-dumping investigation on chinese pbat and pbset products
On June 4, 2026, the European Commission officially published the notice of initiation and decided to launch an anti-dumping investigation into polybutylene adipate terephthalate (PBAT) and polybutylene sebacate terephthalate (PBSeT) originating in China. The investigation was initiated following a complaint filed by Germany’s BASF on April 20, 2026, on behalf of the EU industry. After review, the European Commission determined that the complaint contained sufficient evidence and, in accordance with the law, formally opened the case.
The products involved are specific aliphatic-aromatic copolyesters, including pure materials and composite materials with a weight ratio of PBAT/PBSeT no less than 50%. The corresponding EU CN code is 3907 99 80, and the TARIC code is 3907 99 80 50. The investigation period for the anti-dumping investigation is from January 1, 2025, to December 31, 2025, while the damage investigation period covers from January 1, 2022, to December 31, 2025. This is the first time the EU has initiated trade remedy measures against China's bio-based and biodegradable materials sector, which will have a significant impact on the relevant domestic industries.
As core varieties of biodegradable plastics in China, PBAT and PBSeT are important components of China’s biodegradable plastics industry, and they are also among the main biodegradable plastics currently exported to the European Union. The findings of this investigation will directly affect Chinese enterprises’ market access conditions and export competitiveness in the EU market.The Bio-based and Degradable Materials Branch of the China Synthetic Resin Association solemnly declares:

II. Oppose all forms of trade protectionism.The branch calls on the European Commission to follow WTO rules and conduct investigations through a fair, impartial, and transparent process, avoiding the generalization of trade remedy measures into tools of market competition.
III. All relevant units are requested to attach great importance to this matter and take swift action.This anti-dumping investigation has now entered the filing stage.
