Saudi Arabia Launches Anti-Dumping Investigation into Epoxy Resin from China, South Korea, and Taiwan

On January 22, 2026, the General Authority of Foreign Trade (GAFT) of Saudi Arabia launched an anti-dumping investigation into imports of epoxy resin originating in or exported from China, India, South Korea, and Taiwan, China.

According to the agency's statement, the decision was made pursuant to the "Trade Remedies Law" issued on November 23, 2022. This law authorizes the General Authority for Competition (GAFT) to investigate, review, and take measures in accordance with Saudi Arabia's international commitments and treaties.

Period of investigation for dumping: from July 1, 2024 to June 30, 2025.

Appellant: Al-Jubail Chemical Industries Company (JANA)

JANA (Jubail Chemical Industries Company) is located in Jubail Industrial City, Kingdom of Saudi Arabia, and produces various types of epoxy resins, including liquid, solution, and solid forms, for a wide range of applications. Established in 1999, JANA currently has an annual production capacity of over 60,000 tons of epoxy resins. These products are manufactured under license from Huntsman Advanced Materials (formerly Ciba-Geigy, Switzerland). JANA is the sole producer of epoxy resins in the Middle East and Africa region.

According to customs data, China's epoxy resin exports to Saudi Arabia in 2025 were approximately 9,800 tons, with an average unit price of about 13,400 yuan/ton.

The epoxy resin industry in Saudi Arabia has also recently been impacted by similar measures from other countries: In November 2025, India imposed a five-year anti-dumping duty on Saudi Arabian liquid epoxy resin, with a uniform tariff rate of US$175 per ton.

This investigation marks Saudi Arabia as another major economy, following the United States, the European Union, and India, to initiate trade remedy investigations into China's epoxy resin products, indicating a continued rise in global trade protectionism.
