Brazil Imposes Five-Year Anti-Dumping Duty of Up to $1,267.74 Per Ton on Titanium Dioxide From China
Recently, BrazilThe Foreign Trade Committee Executive Management Committee (GECEX) issued Resolution No. 802 of 2025.Rutile-type titanium dioxide originating from China.(Titanium dioxide pigments in Portuguese) made a final affirmative anti-dumping determination.Decide to impose a five-year anti-dumping duty on the products involved from China, with tax amounts ranging from $1,148.72 to $1,267.74 per ton.(Tax details are shown in the attached table.)

The Mercosur tariff code for the product involved is 3206.11.10. The anti-dumping duty in this case does not apply to rutile pigments with a titanium dioxide content by weight of 82% or more but not exceeding 94%, which have been surface treated with phosphorus oxide (P2O5The content by weight is 1.2% and above, silicon dioxide (SiO.2The content shall not exceed 0.4%, zirconium oxide (ZrO).2The content shall not exceed 0.1%, with an isoelectric point pH value equal to or greater than 6.5 and not exceeding 8.1, specifically for the manufacture of melamine decorative laminate substrate paper. This resolution shall take effect from the date of its publication.
On April 30, 2024, the Foreign Trade Secretariat of the Brazilian Ministry of Development, Industry, Trade, and Services released Announcement No. 15 of 2024, stating that, in response to the application submitted by the Brazilian company Tronox Pigmentos do Brasil S.A. on January 30, 2024, an anti-dumping investigation has been initiated against rutile titanium dioxide originating from China. The products under this investigation do not include anatase titanium dioxide under Mercosur tax code 2823.00.10. On October 10, 2024, the Foreign Trade Secretariat of the Brazilian Ministry of Development, Industry, Trade, and Services issued Announcement No. 54 of 2024, making a positive preliminary ruling on the case. On October 21, 2024, the Management Executive Committee of the Brazilian Foreign Trade Council issued Resolution No. 652 of 2024, deciding to impose temporary anti-dumping duties on rutile titanium dioxide originating from China for a period not exceeding six months, with duty amounts ranging from $577.73 to $1,772.69 per ton.
