Brazil Suspends Anti-Dumping Measures on Non-Surgical Latex and PVC Gloves Involving China

According to information from the China Trade Remedy Information Network, on December 23, the Executive Management Committee of the Brazilian Foreign Trade Council (GECEX) issued Resolution No. 836 of 2025, which, considering public interest, suspends the imposition of anti-dumping duties on non-surgical latex and PVC gloves originating from China, Malaysia, and Thailand (Portuguese: luvas para procedimentos não cirúrgicos para assistência à saúde, utilizadas em medicina, odontologia e veterinária). The suspension period is up to 1 year. The Mercosur tariff codes for the involved products are 4015.12.00, 4015.19.00, and 3926.20.00. This resolution is effective from the date of its publication.

On July 31, 2023, the Foreign Trade Secretariat of the Ministry of Development, Industry, Trade and Services of Brazil issued Notice No. 27 of 2023, stating that an anti-dumping investigation has been initiated into non-surgical latex and PVC gloves originating from China, Malaysia, and Thailand, following a request submitted by the Brazilian company Targa Medical S.A. on April 27, 2022. The products involved are gloves used for medical, dental, or veterinary purposes, made from latex (natural, synthetic, or a mixture of both) or polyvinyl chloride.

On February 9, 2024, the Foreign Trade Secretariat of the Brazilian Ministry of Development, Industry, Trade, and Services issued Notice No. 3 of 2024, making a positive preliminary determination in the case. On February 20, 2024, the Executive Management Committee of the Brazilian Foreign Trade Council issued Resolution No. 568 of 2024, deciding to impose a provisional anti-dumping duty for six months on non-surgical latex and PVC gloves originating from China, Malaysia, and Thailand. The duties are set at USD 4.83 to 20.94 per thousand gloves for China, USD 15.30 to 30.17 per thousand gloves for Malaysia, and USD 1.38 to 14.25 per thousand gloves for Thailand. On June 14, 2024, the Executive Management Committee of the Brazilian Foreign Trade Council issued Resolution No. 604 of 2024, adjusting the provisional anti-dumping duty on non-surgical latex and PVC gloves originating from China from USD 4.83 to 20.94 per thousand gloves to USD 2.89 to 20.94 per thousand gloves, while maintaining the duty rates on products from Malaysia and Thailand.

On October 23, 2024, the Management Executive Committee of the Brazilian Foreign Trade Commission issued Resolution No. 650 of 2024, making a definitive affirmative anti-dumping ruling on non-surgical latex and PVC gloves originating from China, Malaysia, and Thailand. It has been decided to impose anti-dumping duties for a period of five years, specifically $3.90 to $20.83 per thousand units for China, $6.57 to $33.52 per thousand units for Malaysia, and $1.86 to $15.83 per thousand units for Thailand. Details of the duties can be found in the final ruling announcement. Surgical gloves are not subject to the anti-dumping measures in this case. The public interest assessment procedure established by Announcement No. 3 on February 8, 2024, is terminated, and the final anti-dumping duties will not be interfered with.
