ECHA Adds Common Flame Retardant DBDPE To Candidate List

The ECHA Member State Committee has recently confirmed the addition of 1,1'- (ethane-1,2-diyl) diphenyl (DBDPE) to the list. This substance has very persistent and very bioaccumulative properties and is used as a flame retardant in various industries. This identification will support potential restriction work on brominated flame retardants.

According to REACH, when a company includes its substances (whether on their own, in mixtures, or in articles) in the candidate list, the company has a legal obligation.
If the item contains a candidate substance at a concentration exceeding 0.1% (weight by weight), the supplier must provide information to their customers and consumers on how to safely use that substance. Consumers have the right to inquire with suppliers whether the products they purchase contain substances of very high concern.
If the importer and manufacturer of the item have substances on the candidate list, they must notify ECHA within six months after the date the item is listed (November 5, 2025).
Suppliers of substances on the EU and EEA candidate list, whether supplied on their own or in a mixture, must update the safety data sheets provided to their customers.
According to the Waste Framework Directive, if the items produced by a company contain substances of very high concern in concentrations above 0.1% (by weight), the company must also notify ECHA. This notification is published in the ECHA's Substances of Concern In articles, as such or in complex objects (Products) (SCIP) database.
According to the EU Ecolabel Regulation, products containing SVHC cannot obtain the ecolabel award.
