National Development and Reform Commission Latest Document Clearly Supports Biodegradable Plastics
October 14th,The National Development and Reform Commission has officially issued the "Special Management Measures for Central Budgetary Investment in Energy Conservation and Carbon Reduction", supporting key sectors and areas in energy conservation and carbon reduction, clean replacement of coal consumption, circular economy facilitating carbon reduction, low-carbon, zero-carbon, and negative-carbon demonstrations, as well as the construction of basic capabilities for carbon peaking and carbon neutrality. The areas of support include:
1. Energy-saving and carbon-reduction projects in key industrial sectors.
Support energy-saving and carbon-reduction transformations in key industries such as electric power, steel, non-ferrous metals, building materials, petrochemicals, chemicals, and machinery. Support energy-saving and carbon-reduction transformations that are deployed as a whole and implemented at scale through industrial parks and industry clusters. Support energy-saving and carbon-reduction transformations in infrastructure such as heating and computing power. Support energy-saving and carbon-reduction transformations in central and state government agencies.
(B) Clean substitution projects for coal consumption.
Support the low-carbon transformation of coal-fired power units and coal chemical projects. Support the replacement of coal-fired boilers and industrial kilns with clean energy in industries such as food, tobacco, textiles, paper, and printing and dyeing. Support urban and rural residents in using geothermal energy and biomass energy for heating.
Circular economy supports carbon reduction projects.
Support the transformation and renovation of parks for circular economy, as well as the construction and renovation of national "urban mining" demonstration bases and resource recycling bases. Support the construction of large-scale standardized recycling stations and green sorting centers. Support the recycling and comprehensive utilization of renewable resources and bulk solid waste, as well as the remanufacturing of retired equipment. Support the resource utilization and energy utilization of agricultural and forestry by-products. Support the production, application, and promotion of biodegradable plastics and recyclable express packaging products. Support the infrastructure construction and product production, application, and promotion of "bamboo instead of plastic."
Low-carbon, zero-carbon, and negative-carbon demonstration projects.
Support the demonstration and application of advanced and applicable green low-carbon technologies. Support energy facility construction, infrastructure renovation, and process carbon reduction modification projects to achieve near-zero carbon goals in zero-carbon parks and zero-carbon transportation corridors. Support green methanol and sustainable aviation fuel production projects. Support the construction of large-scale carbon capture, utilization, and storage (CCUS) projects.
(V) Carbon Peak and Carbon Neutrality Basic Capability Construction Project.
Support the construction of fundamental capabilities such as carbon emission measurement, statistics, accounting, and monitoring, including carbon emission data management systems, greenhouse gas emission factor databases, and carbon emission measurement systems. This direction only supports government investment projects, and relevant projects should be included in national-level planning or schemes and implemented according to national standards and requirements.
(6) Others. Projects that require support for the implementation of major tasks assigned by the Party Central Committee and the State Council.
In the above support scope, the support ratio for key industry energy-saving and carbon reduction projects, clean substitution projects for coal consumption, circular economy projects for carbon reduction, and demonstration projects for low-carbon, zero-carbon, and negative-carbon are all 20% of the approved total investment. For carbon peak and carbon neutrality infrastructure projects funded by local governments, the support ratios for projects in the eastern, central, western, and northeastern regions are 60%, 70%, 80%, and 80% of the approved total investment, respectively. Projects related to central and state agencies are generally fully funded.
