The "Action Plan for the Promotion of the Application of Recycled Materials" is China's first policy document specifically focusing on the promotion of recycled materials. The promotion of recycled materials is of great significance for the development of a circular economy, ensuring resource security, and driving the achievement of carbon peak and carbon neutrality. Currently, China has initially established the world's largest and most comprehensive resource recovery and recycling system. In 2024, the total recovery volume of the ten major types of recycled resources in China will exceed 400 million tons, with scrap steel and waste paper providing raw materials for the production sector accounting for approximately 21% and 70%, respectively. The application and promotion of recycled materials have a solid working foundation. With the large-scale equipment updates and the implementation of the old-for-new policy for consumer goods, the recovery and dismantling volume of outdated equipment and consumer goods has significantly increased, creating favorable conditions for further promoting resource recovery and efficient utilization.
Currently, the international community attaches great importance to the development of a circular economy, considering the promotion and application of recycled materials as an important path to achieving a green and low-carbon transformation. Based on the new situation and new requirements, efforts are being accelerated to form a resource supply and security system that complements primary resources with recycled resources, further promoting greater achievements in the development of the circular economy. There are numerous types of recycled materials with a wide range of applications. The "Action Plan" focuses on key areas such as steel, non-ferrous metals, plastics, and paper to enhance the supply guarantee capability of recycled materials, expand their application scope, improve usage management systems, and gradually increase the application ratio.
The "Action Plan" clearly states that by 2030, the waste recycling system will be further improved, and standards and certification systems for the promotion and application of recycled materials will be gradually established. The annual recycling volume of scrap steel and waste paper will exceed 300 million tons and 80 million tons, respectively. The annual production of recycled non-ferrous metals and recycled plastics will exceed 25 million tons and 19.5 million tons, respectively. The proportion of recycled materials used as substitutes in the automotive, electrical and electronic products, textiles, and packaging sectors will steadily increase. The role of recycled materials in ensuring resource security and promoting energy conservation and carbon reduction will be further enhanced.
To ensure the smooth achievement of the objectives proposed in the "Action Plan," the "Action Plan" has put forward four areas of tasks:
First, enhance the supply guarantee capacity of recycled materials. Strengthen the supply of high-quality recycled materials such as recycled steel, recycled non-ferrous metals, recycled plastics, and recycled paper, and further improve the waste recycling system to lay a solid foundation for expanding the application scale of recycled materials.
Secondly, increase the application of recycled materials in key products. Promote the use of recycled materials in industries such as automotive, electronics, batteries, textiles, and packaging, and actively cultivate and expand the market demand for recycled materials.
Third, improve the management system for the use of recycled materials. Improve the standard certification system, research and develop relevant standards for the application and promotion of recycled materials in key products, encourage qualified certification bodies to conduct recycled material product certification, steadily promote data traceability management, and enhance the safety and reliability of recycled materials application and promotion.
Fourth, improve the promotion policies for the application of recycled materials. Enhance the market-based mechanism for carbon reduction, explore the carbon reduction value of recycled material applications, and establish incentive policies for promotion. Research and promote the inclusion of certified recycled material products in the scope of green procurement by government and public institutions in a timely manner, and advance the utilization of overseas recycled raw materials, creating a better policy environment for the promotion of recycled material applications.
The next step is that the National Development and Reform Commission will work with all relevant parties to strengthen overall coordination, enhance tracking and scheduling, and focus on task implementation to ensure the goals and tasks outlined in the Action Plan are effectively achieved.
First, strengthen overall coordination and promotion. Enhance tracking and evaluation of the application and promotion of key recycled materials, leverage the role of industry associations and social organizations, develop specific plans for the application and promotion of recycled materials in relevant industries and fields, and encourage key industries to take the lead in demonstrating these practices.
Secondly, strengthen quality management. Enhance the quality management of recycled materials, strictly implement standards for performance, safety, and environmental protection, severely crack down on counterfeiting, inferior goods, and illegal activities that endanger public health and safety, and strengthen joint law enforcement and supervision across departments.
Third, strengthen publicity and guidance. Conduct science popularization and educational campaigns on the safety of recycled materials applications, encourage the use of various channels to enhance publicity, vigorously promote green consumption, and increase the participation of enterprises in the application and promotion of recycled materials, as well as public recognition.
