1. Ministry of Commerce: Initiated an expiry review investigation on anti-dumping measures applicable to polyphenylene sulfide imports from the US, Japan, and South Korea.
Special Plastics Vision has learned from the Ministry of Commerce website that on November 30, the Ministry of Commerce issued Announcement No. 77 of 2025, announcing the initiation of an expiry review investigation on the anti-dumping measures applicable to imported polyphenylene sulfide originating from Japan, the United States, South Korea, and Malaysia.
According to Article 48 of the Anti-Dumping Regulations of the People's Republic of China, the Ministry of Commerce has decided to initiate a final review investigation on the anti-dumping measures applicable to imports of polyphenylene sulfide originating from Japan, the United States, South Korea, and Malaysia starting from December 1, 2025. Based on the recommendation of the Ministry of Commerce, the Customs Tariff Commission of the State Council has decided that during the period of the final review investigation of the anti-dumping measures, anti-dumping duties will continue to be levied on imports of polyphenylene sulfide originating from Japan, the United States, South Korea, and Malaysia in accordance with the scope and rates of taxation announced in the Ministry of Commerce's Announcement No. 53 of 2020, Announcement No. 34 of 2021, and Announcement No. 26 of 2022.

On November 30, 2020, the Ministry of Commerce issued Announcement No. 53 of 2020, deciding to impose anti-dumping duties on imports of polyphenylene sulfide originating from Japan, the United States, South Korea, and Malaysia starting from December 1, 2020. The duty rates range from 23.3% to 220.9%, with Japanese companies at 25.2%–69.1%, U.S. companies at 214.1%–220.9%, South Korean companies at 26.4%–46.8%, and Malaysian companies at 23.3%–40.5%. The measures will be implemented for a period of five years. On October 28, 2021, the Ministry of Commerce issued Announcement No. 34 of 2021, deciding that Idemitsu Composite Materials Co., Ltd. of Japan would inherit the duty rates and other rights and obligations applicable to Idemitsu Lion Plastics Co., Ltd. in the anti-dumping measures on polyphenylene sulfide. On October 14, 2022, the Ministry of Commerce issued Announcement No. 26 of 2022, deciding that HDC Polymers Co., Ltd. of South Korea would inherit the duty rates and other rights and obligations applicable to SK Chemicals Co., Ltd. in the anti-dumping measures on polyphenylene sulfide.
On September 8, 2025, the Ministry of Commerce received an application for an expiry review of anti-dumping measures submitted by Zhejiang NHU Special Materials Co., Ltd. on behalf of China's polyphenylene sulfide industry. The applicant claimed that if the anti-dumping measures are terminated, the dumping of imported polyphenylene sulfide originating from Japan, the United States, South Korea, and Malaysia may continue or recur, and the damage to the Chinese industry may continue or recur. The applicant requested that the Ministry of Commerce conduct an expiry review investigation on the anti-dumping measures against imported polyphenylene sulfide originating from Japan, the United States, South Korea, and Malaysia and maintain the implementation of anti-dumping measures on these imports. Enhuari NHU Engineering Materials (Zhejiang) Co., Ltd. supports the application.
According to the relevant provisions of the Anti-Dumping Regulations of the People's Republic of China, the Ministry of Commerce has reviewed the applicant's qualifications, the situation of the investigated products and similar Chinese products, the import situation of the investigated products during the implementation of anti-dumping measures, the possibility of continued or renewed dumping, the possibility of continued or renewed injury, and related evidence. Current evidence indicates that the applicant meets the provisions of Articles 11, 13, and 17 of the Anti-Dumping Regulations of the People's Republic of China regarding industry and industry representativeness, and is qualified to file an application on behalf of the Chinese polyphenylene sulfide industry. The investigating authority believes that the applicant's claims and submitted prima facie evidence meet the requirements for initiating a sunset review.
According to Article 48 of the "Anti-Dumping Regulations of the People's Republic of China," the Ministry of Commerce has decided to initiate a sunset review investigation on the anti-dumping measures applicable to imported polyphenylene sulfide originating from Japan, the United States, South Korea, and Malaysia, starting from December 1, 2025. The relevant matters are hereby announced as follows:
1. Continue to implement anti-dumping measures
According to the recommendation by the Ministry of Commerce, the Tariff Commission of the State Council has decided that during the final review investigation period of the anti-dumping measures, anti-dumping duties will continue to be imposed on imports of polyphenylene sulfide originating from Japan, the United States, South Korea, and Malaysia in accordance with the scope and rates announced in the Ministry of Commerce's announcements No. 53 of 2020, No. 34 of 2021, and No. 26 of 2022. Section 2: Period of Review and Investigation
The period of the anti-dumping investigation for this review is from July 1, 2024, to June 30, 2025, and the period of the industrial damage investigation is from January 1, 2021, to June 30, 2025.
3. Scope of Products for Re-examination Investigation
The scope of products subject to the review is consistent with the products covered by the original anti-dumping measures, as described in the Ministry of Commerce's Announcement No. 53 of 2020. Specifically as follows:

Product Description: Polyphenylene sulfide is a high-performance thermoplastic resin with a molecular chain containing phenylene sulfide (molecular formula C6H4S) and its compositions, whether modified and/or mixed, with the addition of fillers and additives such as glass fibers, mineral powders, etc. It possesses excellent properties such as high-temperature resistance, corrosion resistance, radiation resistance, flame retardancy, and electrical insulation.
Main applications: Polyphenylene sulfide can be used in fiber spinning, film making, coatings, injection molding, extrusion, alloys, etc. The products are widely used in textiles, automotive, electronics and electrical appliances, machinery, petroleum, chemical industry, aerospace, and other fields.
The product is classified under the "Import and Export Tariff Code of the People's Republic of China": 39119000. Other products under this tariff code, except for polyphenylene sulfide, are not within the scope of this investigation.

VII. Comments on the Filing
Stakeholders who wish to comment on the scope of products, the eligibility of applicants, the countries under investigation, and other related issues in this investigation can submit their written opinions to the Trade Remedy and Investigation Bureau of the Ministry of Commerce within 20 days from the date of this announcement.
VIII. Methods of Investigation
According to Article 20 of the "Anti-Dumping Regulations of the People's Republic of China," the Ministry of Commerce may use questionnaires, sampling, hearings, on-site verification, and other methods to understand the situation and conduct investigations with relevant interested parties.
To obtain the information needed for the investigation of this case, the Ministry of Commerce usually issues questionnaires to interested parties within 10 working days from the deadline for registration for participation in the investigation as stipulated in this announcement. Interested parties can download the questionnaire from the Trade Remedy and Investigation Bureau sub-website of the Ministry of Commerce website.
Stakeholders should submit complete and accurate responses within the specified time. The responses should include all the information required by the questionnaire.
IX. Submission and Processing of Information
Stakeholders should submit comments, questionnaires, etc., during the investigation process via the "Trade Remedy Investigation Information Platform" in electronic format and, as required by the Ministry of Commerce, simultaneously submit a written version. The content of the electronic version and the written version should be identical, and the format should remain consistent.
Stakeholders may request the Ministry of Commerce to treat the submitted information as confidential and provide reasons for the confidentiality request. If the Ministry of Commerce agrees to the request, the stakeholder requesting confidentiality must also provide a non-confidential summary of the confidential information. The non-confidential summary should contain sufficient meaningful information to allow other stakeholders to reasonably understand the confidential information. If a non-confidential summary cannot be provided, reasons must be given. If the information submitted by the stakeholder is not marked as confidential, the Ministry of Commerce will consider it as public information.
10. Consequences of Non-cooperation
According to Article 21 of the Anti-Dumping Regulations of the People's Republic of China, when the Ministry of Commerce conducts an investigation, interested parties shall truthfully reflect the situation and provide relevant information. If the interested parties do not truthfully reflect the situation or provide relevant information, or fail to provide necessary information within a reasonable time, or otherwise seriously obstruct the investigation, the Ministry of Commerce may make a determination based on the facts already obtained and the best information available.
XI. Investigation Period
The survey will begin on December 1, 2025, and should be completed by December 1, 2026 (excluding this day).
